Community empowerment in the maintenance of environmental infrastructure is a critical issue in sustainable development, particularly in urban areas facing the degradation of public facilities. This study is motivated by the low level of public participation in infrastructure maintenance, attributed to a lack of legal awareness and declining social values such as mutual cooperation (gotong royong). The objectives of this study are to analyze the effectiveness of socialization activities based on legal awareness and social values, to identify behavioral changes in the community after the intervention, and to develop a community empowerment model rooted in local values. The novelty of this research lies in its transdisciplinary approach, integrating legal studies, civil engineering, and sociology through a participatory action research (PAR) method. The results indicate a significant improvement in legal understanding (from 31% to 83%) and community participation in infrastructure maintenance (from 35% to 77%). Socialization strategies grounded in social and legal values prove effective in fostering legal consciousness and community solidarity. The study concludes that the integration of legal and social approaches enhances active and sustainable public engagement in maintaining environmental infrastructure. This empowerment model is recommended for adoption in community-based development policies.
